COMAH Regulations

The Control of Major Accident Hazards (COMAH) Regulations provides that businesses: "Take all necessary measures to prevent major accidents involving dangerous substances and limit the consequences to people and the environment of any major accidents which do occur".

The Competent Authority (CA) is responsible for the enforcement of the Control of Major Accident Hazard (COMAH) Regulations and comprises three organisations the Health Safety Executive (HSE), the Environment Agency (EA - for England and Wales) and the Scottish Environmental Protection Agency (SEPA).

Whilst COMAH is mainly associated with the chemical industry, it can also apply to storage activities, sites containing explosives, nuclear sites, and many other industries where dangerous substances are kept, manufactured or treated.

COMAH operators need to keep up to date with the rules (particularly in light of the changes since Buncefield) to ensure they are not at risk of enforcement action.
